The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France since 1920. Its goal is to promote national autonomy within the framework of the priorities of each country by developing, implementing and assessing anti-tuberculosis, lung health and non-communicable disease programmes as well as other public health issues.
The Union has eight offices around the world serving Africa, the Asia Pacific, Europe, Latin America, the Middle East, North America and South-East Asia, with a focus on tuberculosis, HIV, lung health and non-communicable diseases, tobacco control and research.
Reporting to the Head- Grants Management, the Manager Grants (MG) shall be responsible for the preparation and management of agreements with sub-grantees, accounts payable, partnership database management, coordination and communication with the technical team, resolution of accounting queries, and supervision of grant accounting and bookkeeping.
The post-holder shall be required to monitor project funds utilisation, ensuring compliance with the specific requirements of the assigned project. S/he shall also stay updated about the latest developments relating to legal and regulatory requirements and project management techniques, applicable to the non-profit sector.
Key Roles and Responsibilities:
(1) Assist in the modification, development, and enhancement of grant management systems for the Global Fund Grant, including systems for the management of sub-grants to SRs and SSRs;
(2) Prepare contracts and ensure appropriate terms and conditions are incorporated. Also ensure compliance with grant requirements, as well as applicable laws and regulations;
(3) Review budgets, cost items, and prices to ensure accuracy, completeness, and compliance with approved proposal. Also negotiate with contractors;
(4) Conduct grant negotiations, grant administration, and grant monitoring activities in accordance with The Union’s policies and in alignment with requirements set out in the donor’s grant agreement;
(5) Review, compile and maintain all required grant information from SRs/ Partners and project staff;
(6) Track all open contract actions to ensure timelines are met and attend all meetings where representation is required;
(7) Coordinate schedule of grant monitoring (program and financial) activities for grants, according to The Union’s grant monitoring policy. Participate in joint reviews of grants of SRs and Partners;
(8) Undertake travel for grant monitoring and ensure that all visits are properly planned and progressed by visit reports;
(9) Assist and provide support and required documentation during review visits by auditors for the project/ organisation;
(10) Ensure necessary filing of support documents, donor correspondence, relevant approvals and/or other relevant background information, including decisions taken;
(11) Perform any other relevant duties, as required by the Supervisor and/ or Regional Director of The Union South-East Asia Office.
