JOB DESCRIPTION :-

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks.The Country Office contributes to providing technical support in developing national policies, strategies and activities in the area of health systems strengthening including, (i) advocating for Universal Health Coverage and building up national capacity in UHC-related matters (ii) facilitating the adoption of evidence-based public health interventions as well as appropriate reforms/changes with a view to promote equity and accelerate the movement towards universal health coverage. Underlying Values and Core Functions of WHO:All the Member States of WHO in the South East Asia Region (SEAR) share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.WHO's mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage; (ii) health related sustainable development goals; (iii) addressing the challenge of noncommunicable diseases and mental health, violence and injuries and disabilities; (iv) implementing the provisions of the International Health Regulations (2005); (v) increasing access to quality, safe, efficacious and affordable medical products (vi) addressing the social, economic and environmental determinants of health.The South—East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.8 billion people, with India's population of 1.3 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People's Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste), share the common value of the highest attainable standard of health as a fundamental human right.All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. Mission of the WHO Country Office for India:Within the framework of WHO's Country Cooperation Strategy, the mission of WCO-lndia is to support India in: (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

DESCRIPTION OF DUTIES

Under the direct guidance of the Administrative Officer and with the supervision of NPO (Administrative Support) and close collaboration of technical managers responsible for various projects, supports WCO-India, in effective and efficient implementation of workplan activities through a problem-solving approach in the area of Administration and Finance. Main achievements expected:

Provide support to the Administrative Officer through NPO (Administrative Support) in overseeing the specific areas of Budget and Finance as detailed below:

1. Verify calculations concerning payment of APWs/TSAs/DFCs, settlement of claims of SSAs, payment to suppliers against goods and service POs, statement of accounts, overtime claims etc., done by the Assistants;

2. Provides quality assurance review for validity of encumbrance documents, their compliance with WHO budgetary and financial regulations, and ensures their timely submission in GSM;

3. Monitor financial implementation, follow-ups on accounts, and review encumbrances for timely disbursements;

4. Be responsible for preparation of programme delivery reports as and when required by the supervisor/senior management;

5. Plan allocation of work to Budget and Finance team and supervise the team towards guiding them on WHO financial regulations and ensuring timely completion of assigned tasks;

6. Perform quality assurance/systems review of various implementing partners/ projects/ field offices to review/monitor their accounts/working and suggest improvements towards more efficient functioning; analyse reports/recommendations submitted by Assistants & field officials and suggest solutions to NPO (Administrative Support) to close the findings;

7. Support NPO (Administrative Support) and the Administrative Officer in all aspects of accounts maintenance and budget control by providing reports on financial status, accounting procedures, costs and expenditures and potential funding problems. Assist NPO (Administrative Support) in responding to budget/finance queries from BFO/SEARO, FIN/ACT/HQ and Govt. of India;

8. Support NPO (Administrative Support) in execution of internal/external audits and also towards closure of recommendations;

9. Maintain financial and accounting records for classification and recording of financial transaction and for the reconciliation of accounts and preparation of recurring or special reports;

10. Support NPO (Administrative Support)/Administrative Officer in the conduct of periodical Programme Review Meetings including preparation of financial data for budget estimates and financial planning;

11. Provide briefing on financial matters to the newly recruited staff, SSAs and National Consultants; Conduct induction and refresher training for field staff/personnel;

12. Oversee management and operation of imprest accounts at the field offices; Facilitate timely closure of monthly imprest accounts and its submission to BFO/SEARO;

13. Ensure accurate and timely processing of monthly remuneration for WCO India SSAs and also the monthly (and ad-hoc) replenishment to field unit offices (bank accounts);

14. Ensure timely submission to GST returns to BFO/SEARO and respond to related queries and issues;

15. Support NPO (Administrative Support) in developing first time and/or revised accounting and financial guidelines and their subsequent implementation in the field as well as documentation related manuals; .

16. Support the NPO (Administrative Support) to guide the field offices in the area of Budget and Finance; and

17. Perform other duties as assigned by NPO (Administrative Support) / Administrative Officer.

REMUNERATION :-

Remuneration comprises an annual base salary starting at INR 1,696,827 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
